True, but all of the more powerful vampires have their own territories. And there are even more powerful vampires who are in charge of them. So it's less politics and more a cold war, each of them testing the other vampires more than outright attacking them. If you're strong, they let you be. If you're weak, they go in for the kill.
Most humans don't know anything about that part of it.
